What you need:

-        Filter Unlimmited2

-        Image 400 height

Materials foreground op light color, background on an dark color

Add border 3px light color

  Add border 3px dark colorand

 Add border 3px light color

Select all à modify, contract 9px à invert selection

 Filter Unlimmited2 à 3d Glasframe 1

Add border 20px, fill with dark color

Effects à Distortion effectsà lens distortion. Color on the light color 

 Select the dark part à effectsà texture effects à mosaic antique

 Same unlim. -- Selection none.

Select the outside light color, same Filter Unlim. Selection none.

Add border 3px dark colorand

 Add border 3px light color

Add border 3px dark colorand

Select all > Selection modify > contract with 9px > selection invert > same plugin Unlim. > selection none.

Add border 30px > fill with the light color > same lens distortion, but chance the color to dark.

Select the light part, same mosaic antique, same unlim. Selection none.

Select the dark parts > same unlim. Selection none.

Add border 3px dark color

Save as jpg.
