What you need:
- psp
- Unlimited 2 here
- Mask here
- Image 400px height

1.  Open the image, new raster layer, flood fill with a colour. Layers load mask from disk. Mask DMSK0027. Settings

2. Right click and delete the mask layer. Right click, merge Group. Merge all.
3. Add border 5px, fill with gradient.

4. Inner bevel. Settings below.

5. Selection none.
6. Add border 15px, select and fill with the same gradient. Kaleidoscope.

7. Same inner bevel, selection none.
8. Add border 5px, select and fill with the same gradient, same inner bevel. Selection none.
9. Add border 20px, select, fill with gradient. Plugin Unlimited 2- Tiles and Mirror – Mirrored & Scaled. Same inner bevel. Don’t deselect.
10. Same Unlimmited 2 – Rirrored & Scaled. Selection none.
11. Add border 5px, select and fill with the same gradient, same inner bevel. Selection none.
12. Add some corners. Save as jpg.
